Domenico Siniscalco is Vice Chairman and Senior Advisor at Morgan Stanley Europe. Between 2006 and 2023 he was Managing Director, Country Head of Italy and Head of Government Coverage EMEA. From September 2001 to July 2004 Domenico was Director General of the Italian Treasury, then became Italian Minister of Economy & Finance (July 2004 to September 2005). In this capacity he was also a member of the Eurogroup of the European Council of Economy and Finance Ministers, member of the G7/G8, and Governor of the IMF. Domenico is member of the World Economic Forum, of the Institute of International Finance, of the International Finance Forum  of Beijing and of the Future Investment Initiative Institute. He is Chairman of the Council for the United States and Italy , Chairman of the Scientific Advisory  Board of Fondazione Eni Enrico Mattei (Milan) and of Fondazione Luigi Einaudi (Turin). He is Chairman of the Advisory Board and Board member of the Collegio Carlo Alberto (Turin). Domenico is a member of the President’s Global Council at NYU, he has been a Board member of the Grosvenor Group in London, he has sat in the Board of HEC (Paris) and has been member of the Board of Eni, Telecom Italia and other companies. Domenico developed a successful academic career at Cambridge, Louvain la Neuve, Johns Hopkins and at Torino University. For several years he has been one of the lead authors of IPCC (Intergovernmental Panel on Climate Change, winner of  the 2007 Nobel Peace Prize), and a member of the Royal Swedish Academy of Sciences, The Beijer Institute. He is author of various academic books and more than 70 research articles in environmental economics, privatisations and structural change.  He is leader-writer of La Repubblica and has been writer of Il Sole 24 Ore and La Stampa. He holds a Laurea in Law from the University of Torino and a PhD in Economics from Cambridge University.
