Andreas Becker is Head of Treasury, Investor Relations and Pension Fund at the Ministry of Finance of the State of North Rhine-Westphalia (NRW). The State of NRW is one of the major regional borrowers in Europe with an annual funding program above EUR 10bn, including regular Sustainability Bonds issuances.

An economist by training, he has covered a wide range of topics since he joined the State’s financial administration.

From 1997 to 2000, he worked as a tax officer. After changing to the Ministry of Finance he acted for 12 years as a Senior Funding Manager. In this position he was responsible for planning and issuance of financial instruments such as bonds, certificates of indebtedness and derivatives. In the following years, up to 2022, he was an Advisor for Tax Estimation & Forecast and General Economic Topics. In 2023 he re-joined the Treasury Department assuming the overall responsibility for the Liability and Asset Management of the State of NRW.

Andreas Becker is a graduate of Hochschule für Finanzen, Hochschule für Ökonomie und Management and Universität Hagen.
